The Experimental Implementation Phase started in the 2005/06 school year, and the Full Implementation Phase started in the 2006/07 school year on a voluntary basis in Hong Kong secondary schools. Please refer to the chart below for details:

There are two tiers of programs in this project, and they have gone through testing and revision during the Experimental Implementation Phase. Details are as follows:
The Tier 1 Program is a universal positive youth development program designed by the research team for students from Secondary 1 to Secondary 3. There are 20 hours of training in the school year at each level, including 10 hours for core units and another 10 hours for elective units.
The Tier 2 Program is for students with greater psychosocial needs identified in the Tier 1 Program or via other sources. The programs were developed by non-governmental organisations according to the needs of students in individual schools.
